Primary Purpose of Organizational Unit
The University of North Carolina at Chapel Hill Police Department is a service agency dedicated to the safety and security of the University community. The Director of Public Safety reports to the Associate Vice Chancellor for Campus Safety & Risk Management. The delivery of services centers around one primary concern: 'Protecting North Carolina's Future.' This commitment includes the provision of services to the community when crimes occur, as well as the prevention of crime. The employees of the Department of Public Safety continue to work in partnership with the community to deliver the finest possible services available. It is important to recognize that the services provided by this department are in support of a campus that was identified in the Terrorism Assessment Tool used by Orange County as the top designation in Orange County for terrorist attacks. Also, the Smith Center was designated for a site evaluation by the National Guard as part of their assessment of the state for terrorism activity. Emergency and Risk recovery plans are in place to ensure Public Safety's services are not interrupted in the event of natural or man-made disasters. Additional complexities of the Department of Public Safety include a 911 Communications Center, which serves as back-up to Orange County Emergency Management's 911 Communications as the second and only additional point of dispatch countywide. In addition to about 40,000 university students, faculty, and staff, the presence of a major medical center certified a Level 1 Trauma Center and major sporting events increases the population served to millions each year.

The department is nationally accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). The UNC Chapel Hill Department of Public Safety was the first nationally accredited university law enforcement agency in the state, and one of only 43 in the country.
The department consists of about 110 permanent employees including 53 sworn law enforcement officers, and about 85 temporary employees including 30 sworn reserve police officers and about 40 contract security guards. The Operating Budget is approximately $8 million per year.
Position Summary
This position is responsible for the security at the Gillings School of Global Public Health. The officer will conduct patrols ensuring all doors and windows of the facility have not been compromised. The officer will lock and unlock doors within the facility as necessary and in accordance with post orders. The officer will check the identification of all suspicious persons. The officer will assist employees and guests with escorts, disabled vehicles, all hazards, power outages, heating and cooling problems and report same to UNC Dispatch. The officer is responsible for arriving on time and in full uniform. The Officer should notify supervisors and/or the Security Manager of any problems or incidents that might occur on their shift. This position is one that is necessary to ensure University operations continue uninterrupted during periods of adverse weather and /or other emergency situations, including those that cause the University to close. As such you may be required to report to work according to your usual schedule or upon notification to report outside of your usual work schedule.

Monitor crimes in progress and communicate information to responding officers via UNC Dispatch.
Provide attention to detail. Complete daily reports concerning task and assignments completed during duty hours. Work individually and independently in a generally unsupervised position.
Performs protective, security, enforcement and public contact work in a security assignment at the Gillings School of Global Public Health. Work involves participating in the locking and unlocking of property and patrolling the interior and exterior of facilities via foot. Must resolve daily work problems and uniform/equipment problems, monitor radio traffic and file daily activity reports. Work includes guarding property against fire, damage, theft, or other hazards; monitoring assigned areas for possible violation of policies, regulations, and rules of conduct; recognizing and reporting unusual, suspicious, or hazardous situations; providing information and assistance to the public; operating and maintaining security equipment and providing escorts to patrons vehicles as requested. Work requires knowledge of standard safety, surveillance, security practices and equipment; knowledge of standard methods of reporting and handling emergencies such as disturbances and fires, medical and security threats; and knowledge of security/enforcement policies, rules, and regulations. Assists building management with monitoring parking areas. Works with DPS Parking Enforcement request parking citations and towing. Maintains confidentiality and discretion in the course of conducting business; works individually and/or with others; and adapts to change and circumstances.
Minimum Education and Experience Requirements
High School diploma or equivalency and demonstrated possession of the competencies necessary to perform the work. Some positions may require valid N.C. driver's license.
Required Qualifications, Competencies, and Experience
Must have a High School Diploma or GED, must have experience working security within a campus environment. Red Cross or equivalent CPR, First Aid and AED certified.
Must have adequate knowledge in protective, security and enforcement practices. Must have knowledge of the policies, rules and regulations applicable to the property being guarded, sufficient to make decisions in unique or unprecedented situations; assists when requested in creation or review of security policies, rules and regulations applicable to the property being guarded; communicates regarding issues that require significant judgment or interpretation with Security Supervisors, negotiating and resolving conflicts with the public, university officials, and other stakeholders; provides adequate training on security, patrol, and enforcement procedures to replacements guards.
Preferred Qualifications, Competencies, and Experience
Strongly prefer candidates that have law enforcement/security experience and are familiar with providing security in a university/medical facility setting. Prefer candidate that is familiar with the UNC Chapel Hill campus.

Special Physical/Mental Requirements
Must be able to patrol interior and exterior of facilities on foot. Must be able to climb stairs. Must be able to patrol independently.
Must be able to lift/move 40 lbs.
Campus Security Authority Responsibilities
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
